I always seem to find new ways to do hair. Here's my newest, and I think my best. I'm using a base from 2 Pixel.
First, decide what colors your doll's hair is going to be. In Paint, you go to Colors, then Edit Colors and click Define Custom Colors. Choose a dark shade as your outline color, then slide the color bar up little by little, adding a new shade somewhat lighter than the rest to your custom colors, until you get the lightest one, which is for bright highlights. You choose how bright the last highlight will be! Here's the bald doll, though at least she's actually dressed this time LOL.

Now that you've got your colors, pick the darkest shade and draw the outline of the doll's hair with it. Then just fill it in with the same shade! You can leave out the little curliques if you want, I happen to like them xD

If you did add the little curliques to your doll's hair, you can clean them up by reducing them to one pixel thick, as shown below.

Take your next shade on the list and start the light areas as shown below. The lighter shade looks funky and blotchy because it's quite a lot paler than the original shade, but you can make this shade a wee bit darker if you choose.

Now get the next shade and start the second highlights!
Continue with all the gradually lighter shades you chose until your doll has bright, glossy hair. If your doll has very dark hair, I recommend using few highlights in order to keep the hair dark. Unless you like high contrast hair, or like it the anime way, of course. xDDDDD

Now's a good time to draw shadows along the hairline, and wherever the hair falls around the forehead, temples, and face. This looks more realistic and gives depth. Use one of the darker shades from the doll's face and blend it in using a slightly lighter shade (which should also be on the doll's face, unless the base has very simple shading).

Yay, we're almost done! But not yet. Take the second lightest shade you used for the hair's highlights, and draw lines down the length of the hair, averaging three to each side of the part (you could make it more, but unless you clean up the pixels of these lines, you could block out about 90% of the highlights xD). Remember to follow the gentle curve of the hair! This is also a good time to highlight the little curliques where natural light would hit them, if you drew the curliques that is.

Boosh! That was pretty easy, wasn't it? Now all you have to do is add any accessories you'd like. I added elf ears and drop earrings ^_^

You could also follow this tutorial for wavy or curly hair. Just add all the highlights to the "bumpy" parts of the hair, and when you add the little lines, don't forget to follllloowwww the curves of the hair! :D Hope you enjoyed this tut as much as I did making it! Toodles!
